· Experience: 8+ years of experience in systems engineering, software integration, and cloud-based architecture development.

· Location: Onsite at DISA Annapolis and/or DISA Fort Meade, MD

· Expertise in AWS, containerization (Docker/Kubernetes), and network automation tools.

· Hands-on experience implementing DevSecOps pipelines, integrating security tools such as SonarQube, SAST/DAST scanners, and compliance automation within CI/CD workflows.

· Advanced knowledge of DoD RMF, Zero Trust Architecture, and system security engineering.

· Proven ability to lead multi-disciplinary engineering teams, ensuring contractual and mission success.

Role Summary:
The Senior Systems Engineer leads systems design, integration, and sustainment engineering efforts for the SXXI software suite, ensuring compliance with DoD cloud, network infrastructure, and interoperability policies at the Defense Information Systems Agency (DISA). The engineer is responsible for system performance optimization, architecture modernization, and stakeholder coordination to support spectrum management operations across DoD and NTIA environments.

Contract-Specific Responsibilities:

System Architecture & Engineering

  • Lead the design, modernization, and sustainment of SXXI v6, integrating cloud-native and microservices-based architectures.

  • Oversee migration of SXXI software to AWS GovCloud, ensuring performance, scalability, and compliance.

  • Optimize system processing capabilities, ensuring 4,000-10,000 frequency assignment transactions per month operate with low latency and high accuracy.

  • Evaluate and recommend emerging technologies (AI/ML, Kubernetes, Terraform) to improve spectrum management automation.

Testing & Integration

  • Oversee system integration testing, ensuring seamless interoperability between SXXI, NTIA, and DoD mission systems.

  • Develop and validate test scenarios to ensure system modifications maintain operational integrity.

  • Ensure compliance with secure system design principles, integrating secure authentication and encryption protocols.

  • Work with cybersecurity teams to ensure secure system design principles are integrated, but do not lead security compliance efforts.

Stakeholder Coordination & Leadership

  • Serve as a technical liaison between DISA, PEO Spectrum, NTIA, and coalition partners for system integration and modernization efforts.

  • Provide technical mentorship to Mid-Level Systems Engineers, guiding system optimization, troubleshooting, and network performance enhancements.

  • Represent SXXI development efforts in Technical Exchange Meetings (TEMs), design reviews (PDR/CDR), and risk management sessions.
